DC motor shaft loading

I have to model a hardware device composed of a DC motor whose shaft is blocked at the centre in a dead band where there is no force. The same shaft has two rotational springs , one in each rotating direction.   The springs bring back  the motor to the dead zone if it has less torque than their intrinsic torque.

For the motor, I would like to  use a converter from rotational vel. to angle but I have a doubt that this will change the working condition of the motor as the motor  will not see a loading torque and will maintain it speed as if it is not loaded.

How to use the converter without altering the motor work conditions?
